The league's 25th a nnual Community Leaders' Awards will recognize groups and individuals who promote a positive image and exemplify community service that demonstrates the values of the civil rights leader. Nomination applications are available at the Urban League office, 3225 High St., Portsmouth, and must be returned by Dec. 2. Awards will be made during the Community Leaders' breakfast Jan. 21 .
